Hollister Urban Growth Boundary and Democracy Initiative

The Hollister Initiative creates an Urban Growth Boundary (“UGB”) around the city. The UGB is a boundary line beyond which urban development will not be allowed, except in a few cases. Only the voters can change this boundary. (To read the entire initiative, click on the pdf file below.)
